Alright, i have a crazy idea guys that "in theory", may work. My idea is to have 2 pieces of graphite. The first piece of graphite will just be used to detect an impact. If it breaks and the current can no longer get through, the current will switch over to another piece of graphite that is in contact with a plastic bag containing the liquid and powder substances. The current flowing through the second piece of graphite will be much greater, causing the graphite to rapidly heat up and melt the plastic bag and the liquid would spill out and mix with the powder. Switches could be placed within the circuit so that it will only be active when we want it to be active. The only disadvantages are that i don't know how long or short both the pieces of graphite have to will be and i don't know what the current has to be for the second piece of graphite. If the current is too weak, the graphite will heat up slowly or not at all, if the current is too strong, it may damage the transistor(and do you know how expensive those things r? I'm not made of money).
To see if i could heat up graphite to melt plastic, i hooked a piece up to a 9v battery and here's the result:

The second piece of graphite could be replaced with a solenoid and a sharp metal object(nail) that could pierce the plastic bag, but a capacitor bank(pain in the neck to wire) maybe required to provide the solenoid with enough current.

My idea is putting the two substances into an ice cube tray and freezing them. Then putting it into the bag, then dropping it. I think it will work because the ice will separate the 2 substances and ice will break easily because ice is fairly heavy for its size and will fall fast. Also if the ice does not break completely and release the two chemicals, the ice will melt and both chemicals will inflate the bag. We have 10 minutes to allow for the bag to inflate and 10 minutes should be sufficient enough for the ice to melt. - A***D***
Poke a hole into a whole egg and drain the yolk and egg whites, then pour the vinegar into the hollow egg shell through the small hole, and seal in the hole with tape or glue. Have the baking soda already in the large bag. The egg shell provides a good wall to separate the 2 substances before the shell breaks. When it is dropped, the shell is fragile enough to break and release the vinegar and produce the chemical reaction with the baking soda. - A*** D***

Waiting for the ice to melt would be too slow. Paul's method would work almost instantly while mine would take a second or three. The only problem with P****'s idea is that the bag could land on it's side and the containers would not be punctured. Alright, i ran the numbers to calculate how much NaH3CO2 we need and it seems we need 2.848 grams, here's how i came to that conclusion: The volume of the bag is 760mL and since 1 mol of CO2 takes up 22.4L of volume at room temperature.... 22.4L * (1000 ml * L^-1) = 22400 mL = 1 mol Ergo, 1 mol of CO2 takes up 22400 mL 760 mL * (1 mol * 22400 mL^-1) = .0339 mol CO2 Ergo, we need .0339 mol of CO2 to fill up the bag, there is 1 mol of CO2 for 1 mol of NaHCO3 the molar mass for NaHCO3 is 84.00g .0339 mol NaHCO3 * (84.00g*mol^-1) = 2.848g NaHCO3 QED btw....we need 7mL of HcH3CO2 "Maggio estendere la mia benedizione a voi"-Don Alphonso II
