You must not understand much about the flashpoint of fuel. A cigar doesn't burn with an open flame, it burns with embers, which are much cooler than a flame. On top of that, the fumes from the fueling station (if any) have a much higher flashpoint than the temperature of the embers. Flashpoint is the temperature that any object (fuel, wood, glass, humans) must reach before they ignite.
